We're looking for an experienced Regional Human Resources Business Partner to serve as the primary HR partner for our Western Region. This is a highly visible role responsible for supporting operations across multiple states while ensuring compliance, coaching leaders, strengthening employee relations, and helping drive business success.

Position Summary
Reporting directly to the HR Director, the Regional Human Resources Business Partner serves as the strategic HR partner for operational leadership throughout the Western Region. This position provides guidance on employee relations, employment law, performance management, investigations, organizational development, compliance, and workforce planning while ensuring consistent application of company policies and employment practices.
The successful candidate will possess strong knowledge of California employment law, along with experience supporting multi-state operations including Oregon and Washington. Frequent travel is required to support terminals, managers, acquisitions, and employee engagement initiatives throughout the region.
This is not a desk-only HR position. We are looking for a hands-on HR professional who enjoys partnering with field leaders, traveling to operations, building relationships with employees, solving complex employee relations issues, and helping shape the future of a growing organization.
Requirements
Employee Relations & Leadership Support
- Partner with regional and terminal leadership to provide proactive HR guidance and support.
- Coach managers on employee performance, corrective action, investigations, documentation, and conflict resolution.
- Conduct workplace investigations involving policy violations, harassment, discrimination, safety concerns, and other employee relations matters.
- Assist leaders in making legally sound employment decisions while balancing operational needs.
Employment Law & Compliance - Serve as the regional subject matter expert on federal, state, and local employment laws.
- Ensure compliance with California, Oregon, Washington, Nevada, Arizona, and other applicable state employment regulations.
- Partner with operations to minimize legal risk while maintaining a positive employee experience.
- Assist with audits, policy implementation, and HR compliance initiatives.
Performance Management
- Support leaders with performance coaching, development planning, and progressive discipline.
- Assist with employee separations while ensuring consistency and legal compliance.
- Promote a culture of accountability, fairness, and continuous improvement.
- Organizational Support
- Build strong relationships with employees and leaders across assigned locations.
- Partner with Talent Acquisition on workforce planning and staffing strategies.
- Assist with onboarding, leadership transitions, acquisitions, and organizational growth initiatives.
- Support employee engagement and retention efforts throughout the region.
HR Strategy
- Analyze turnover trends, workforce metrics, and employee relations data to identify opportunities for improvement.
- Recommend HR solutions that support business objectives and operational success.
- Participate in special projects, process improvements, and strategic HR initiatives.
Qualifications & Requirements:
- Bachelor's degree in Human Resources, Business Administration, or related field preferred.
- Minimum of seven (7) years of progressive Human Resources experience.
- Experience supporting multi-state operations.
- Strong working knowledge of Colorado, California, Oregon and Washington employment law.
- Demonstrated experience conducting workplace investigations.
- Strong employee relations and conflict resolution skills.
- Experience coaching managers through performance management and corrective action.
- Excellent written and verbal communication skills.
- Strong organizational and problem-solving abilities.
- Ability to work independently while managing multiple priorities.
- Ability to travel 50–75%.
- Valid driver's license.
Preferred:
- PHR, SPRH, SHRM-CP or SHRM-CP certification.
- Experience supporting transportation, logistics or waste operations.
- Experience supporting rapid organizational growth or acquisitions.
